El llamado Escudo Azul (Blue Shield) <\/strong>es una organizaci\u00f3n internacional no gubernamental sin \u00e1nimo de lucro destinada a proteger el patrimonio tangible e intangible.<\/p>\n\n\n\n

El Escudo Azul se puede encontrar de estas tres formas dependiendo del grado de protecci\u00f3n del monumento hist\u00f3rico. <\/figcaption><\/figure>\n\n\n\n

Este mecanismo surge como respuesta a la necesidad de proteger el patrimonio de conflictos armados. Tras los ataques y p\u00e9rdidas durante la I y II Guerra Mundial, la UNESCO <\/strong>organiz\u00f3, en 1954, la Convenci\u00f3n de la Haya<\/strong> (Pa\u00edses Bajos). Fue el primer tratado dedicado a la protecci\u00f3n del patrimonio cultural en caso de conflicto armado<\/strong>, estableciendo tambi\u00e9n medidas preventivas en tiempos de paz. Adem\u00e1s, cada Alta Parte Contratante tiene el compromiso de impedir la exportaci\u00f3n de bienes culturales de un territorio ocupado, as\u00ed como la obligaci\u00f3n de la devoluci\u00f3n de los mismos tras la finalizaci\u00f3n de un conflicto, impidiendo as\u00ed, la retenci\u00f3n de bienes culturales como da\u00f1o de guerra.<\/p>\n\n\n\n

La junta directiva de este organismo, Blue Shield International Board, presenta en sus estatutos los siguientes objetivos:<\/p>\n\n\n\n

  • Protecci\u00f3n proactiva del patrimonio tangible e intangible, natural y cultural tras conflictos armados y desastres ambientales.<\/li>
  • Formaci\u00f3n y capacitaci\u00f3n profesional para prevenir y responder a da\u00f1os sobre el patrimonio cultural.<\/li>
  • Asistencia en zonas con evidencia de destrucci\u00f3n del patrimonio cuando no existe la declaraci\u00f3n oficial de conflicto.<\/li>
  • Asesoramiento para la mejora de la legislaci\u00f3n internacional en t\u00e9rminos de protecci\u00f3n patrimonial.<\/li>
  • Prevenci\u00f3n del tr\u00e1fico il\u00edcito.<\/li><\/ul>\n\n\n\n

    El 5 de abril de 2022, la UNESCO ped\u00eda el uso de Escudos Azules en Ucrania para proteger su patrimonio, preocupada principalmente por 28 lugares considerados de especial inter\u00e9s cultural. En 1991 y 1992, este recurso ya fue utilizado durante la Guerra de Croacia para garantizar la perdurabilidad de sus edificios hist\u00f3ricos. Adem\u00e1s, cabe mencionar que, en 2016, la Corte Penal Internacional proces\u00f3, por primera vez en la historia, a una persona por atentar contra el patrimonio cultural.<\/p>\n\n\n\n

    \u00a9Comit\u00e9 Espa\u00f1ol de Escudo Azul. <\/figcaption><\/figure>\n\n\n\n

    En Espa\u00f1a, se cre\u00f3 el Comit\u00e9 Escudo Azul el 14 de noviembre de 2013, coincidiendo con la elaboraci\u00f3n de los planes de coordinaci\u00f3n y emergencias del patrimonio gracias al Plan Nacional de Emergencias y Gesti\u00f3n de Riesgos (PNEGR).<\/p>\n\n\n\n

    Este emblema bicolor pretende marcar un l\u00edmite que permita conservar aquello que nos representa y blindar nuestros monumentos hist\u00f3ricos de situaciones como el conflicto armado.<\/p>\n\n\n\n

    BLUE SHIELD: A DISTINCTIVE EMBLEM FOR HERITAGE PROTECTION<\/h2>\n\n\n\n

    The Blue Shield<\/strong> is an international non-governmental, non-profit organization aimed at protecting tangible and intangible heritage.<\/p>\n\n\n\n

    This mechanism arose in response to the need to protect heritage from armed conflict. Following the attacks and losses during World War I and II, UNESCO<\/strong> organized, in 1954, the Haya Convention<\/strong> (Netherlands). It was the first treaty dedicated to the protection of cultural heritage in the event of armed conflict<\/strong>, establishing also preventive measures in peacetime. In addition, each High Contracting Party has the commitment to prevent the export of cultural property from an occupied territory, as well as the obligation to return it after the end of a conflict, thus preventing the retention of cultural property as war damage.<\/p>\n\n\n\n

    The board of directors of this organization, Blue Shield International Board, presents in its statutes the following objectives:<\/p>\n\n\n\n

    • Proactive protection of tangible and intangible, natural and cultural heritage following armed conflicts and environmental disasters.<\/li>
    • Professional training and capacity building to prevent and respond to damage to cultural heritage.<\/li>
    • Assistance in areas with evidence of heritage destruction when there is no official declaration of conflict.<\/li>
    • Advice for the improvement of international legislation in terms of heritage protection.<\/li>
    • Prevention of illicit trafficking.<\/li><\/ul>\n\n\n\n

      On April 5th, 2022, UNESCO called for the use of Blue Shields in Ukraine to protect its heritage, mainly concerned about 28 sites considered to be of special cultural interest. In 1991 and 1992, this resource was already used during the Croatian War to ensure the durability of its historic buildings. In addition, it is worth mentioning that, in 2016, the International Criminal Court prosecuted, for the first time in history, a person for attacking cultural heritage.<\/p>\n\n\n\n

      In Spain, the Blue Shield Committee was created on November 14, 2013, coinciding with the development of heritage coordination and emergency plans thanks to the National Emergency and Risk Management Plan (PNEGR).<\/p>\n\n\n\n

      This two-color emblem is intended to mark a boundary that allows us to preserve what represents us and shield our historic monuments from situations such as armed conflict.<\/p>\n\n\n\n
