Todo ello debe estar enfocado a la proyecci\u00f3n social y econ\u00f3mica del Patrimonio Cultural como base de la gesti\u00f3n cultural como tal.<\/p>\n<p>El paisaje y su dimensi\u00f3n ha sido abordado por tres organizaciones internacionales: UNESCO, IUCN y el Consejo de Europa. Adem\u00e1s, existe la llamada Estrategia Territorial Europea fue adoptada por los ministros encargados de la ordenaci\u00f3n del territorio de la Uni\u00f3n Europea (Potsdam, 1999), en la que se menciona la \u201cgesti\u00f3n creativa de los paisajes culturales\u201d.<\/p>\n<p>En la Convenci\u00f3n para la Protecci\u00f3n del Patrimonio Mundial Natural y Cultural de la UNESCO (1972) ya se plante\u00f3 la cuesti\u00f3n del paisaje a trav\u00e9s del concepto de \u201csitio\u201d. El Comit\u00e9 de Patrimonio Mundial desarroll\u00f3 la idea del reconocimiento por parte de la Convenci\u00f3n de que los sitios fueran calificados como Paisajes Culturales. Tras largos debates, la 16\u00aa sesi\u00f3n del Comit\u00e9 del Patrimonio Mundial de Santa Fe (1992) introdujo una nueva categor\u00eda: Paisajes Culturales. El primer paisaje inscrito como tal en la Lista de Patrimonio Mundial (1993) fue el Tongariro National Park en Nueva Zelanda.<\/p>\n<p>El Plan Nacional de Paisaje Cultural se refiere a esto mismo como el resultado de la interacci\u00f3n en el tiempo de las personas y el medio natural, cuya expresi\u00f3n es un territorio percibido y valorado por sus cualidades culturales, producto de un proceso y soporte de la identidad de una comunidad.<\/p>\n<p>El Paisaje constituye una realidad din\u00e1mica porque depende de procesos ambientales, sociales y culturales que son cambiantes. Adem\u00e1s, presenta una realidad compleja y de dif\u00edcil gesti\u00f3n que reside en su propia naturaleza, ya que intervienen componentes naturales y culturales, materiales e inmateriales, tangibles e intangibles. Todo ello configura el paisaje como tal y deben ser tenidos en cuenta, ya que su car\u00e1cter se forma a partir de la combinaci\u00f3n de los mismos.<\/p>\n<p>Visita la mediateca del Plan Nacional de Paisaje Cultural <a href=\"https:\/\/www.culturaydeporte.gob.es\/planes-nacionales\/planes-nacionales\/paisaje-cultural\/mediateca.html\" target=\"_blank\" rel=\"noopener\">aqu\u00ed.<\/a><\/p>\n<p>__<\/p>\n<p><strong>THE NATIONAL CULTURAL LANDSCAPE PLAN<\/strong><\/p>\n<p><strong>The National Cultural Landscape Plan was promoted by the Spanish Cultural Heritage Institute (Ministry of Education and Sports)<\/strong> with the aim of generating management instruments through the development of criteria and methodologies for action on groups of cultural assets.<\/p>\n<p>To achieve these objectives, the National Plans focus on aspects related to research, documentation, preventive conservation and dissemination. All this should be focused on the social and economic projection of Cultural Heritage as the basis of cultural management as such.<\/p>\n<p>The landscape and its dimension has been addressed by three international organizations: UNESCO, IUCN and the Council of Europe. In addition, the so-called European Territorial Strategy was adopted by the ministers in charge of spatial planning in the European Union (Potsdam, 1999), in which the &#8220;creative management of cultural landscapes&#8221; is mentioned.<\/p>\n<p>The UNESCO Convention for the Protection of the World Natural and Cultural Heritage (1972) already raised the issue of landscape through the concept of &#8220;site&#8221;. The World Heritage Committee developed the idea of the Convention&#8217;s recognition of sites as Cultural Landscapes. After lengthy discussions, the 16th session of the World Heritage Committee in Santa Fe (1992) introduced a new category: Cultural Landscapes. The first landscape inscribed as such on the World Heritage List (1993) was Tongariro National Park in New Zealand.<\/p>\n<p>The National Cultural Landscape Plan refers to it as the result of the interaction over time of people and the natural environment, whose expression is a territory perceived and valued for its cultural qualities, product of a process and support of the identity of a community.<\/p>\n<p>Landscape is a dynamic reality because it depends on changing environmental, social and cultural processes. In addition, it presents a complex reality that is difficult to manage because of its very nature, since it involves natural and cultural, material and immaterial, tangible and intangible components.
