HISPANIA NOSTRA\/INCUNA<\/p><\/div><\/div><\/div><\/div><\/div>

CENTRALES TERMOEL\u00c9CTRICAS ESPA\u00d1OLAS EN PELIGRO<\/h3>\t\t\t

El pasado mes de diciembre de 2022, las asociaciones Hispania Nostra e INCUNA<\/strong> (Industria, Cultura y Naturaleza\u201d lanzaron un manifiesto mostrando su preocupaci\u00f3n ante la destrucci\u00f3n de edificios e instalaciones de las centrales termoel\u00e9ctricas de Espa\u00f1a<\/strong>. Encontramos los siguientes ejemplos:<\/p>\n

    \n
  • Tanto la torre de refrigeraci\u00f3n, como la chimenea baja, alta y el b\u00fanker del carb\u00f3n de la central t\u00e9rmica de Velilla del R\u00edo Carri\u00f3n en Palencia fueron derribados entre 2021 y 2022.<\/li>\n
  • En este \u00faltimo a\u00f1o 2022, han sido voladas numerosas torres de refrigeraci\u00f3n de la central t\u00e9rmica de La Robla en Le\u00f3n, la de Andorra en Teruel o la central de Mairema en Cerceda (A Coru\u00f1a).<\/li>\n<\/ul>\n

    Las centrales t\u00e9rmicas son infraestructuras que contienen una gran importancia dentro de su entorno ya que, ha generado un patrimonio industrial de gran valor arquitect\u00f3nico, que ha transformado por completo el paisaje, dot\u00e1ndolo de singularidad. Constituyen, a su vez, un legado imprescindible para conocer y comprender la historia de Espa\u00f1a en estos \u00faltimos siglos, debido a que el patrimonio industrial ha contribuido a la evoluci\u00f3n del territorio, la formaci\u00f3n del car\u00e1cter hist\u00f3rico y cultural de los sitios y paisajes y ha definido el ambiente vital concreto que se ha desarrollado desde la industrializaci\u00f3n.<\/p>\n

    En 2003, el Comit\u00e9 Internacional para la conservaci\u00f3n y defensa del patrimonio Industrial (TICCIH) aprob\u00f3 la Carta de Nizhny Tagil<\/strong>, donde se indica que \u201clas pol\u00edticas para el desarrollo econ\u00f3mico y la planificaci\u00f3n regional y nacional deben integrar programas para la conservaci\u00f3n del patrimonio industrial\u201d y que \u201clos sitios m\u00e1s importantes deben protegerse completamente y no se debe permitir ninguna intervenci\u00f3n que comprometa su integridad hist\u00f3rica o la autenticidad de su entramado\u201d. El documento tambi\u00e9n indica que \u201cse deben establecer procedimientos para responder r\u00e1pidamente al cierre de sitios industriales importantes para prevenir la destrucci\u00f3n o el traslado de los elementos significativos\u201d y que el gobierno debe contar con organismos asesores especializados que puedan proporcionar consejos independientes sobre cuestiones relacionadas con la protecci\u00f3n y la conservaci\u00f3n del patrimonio industrial y se les debe consultar en todos los casos importantes\u201d.<\/p>\n

    Adem\u00e1s, la Constituci\u00f3n Espa\u00f1ola, el art\u00edculo 46, establece que \u201clos poderes p\u00fablicos garantizar\u00e1n la conservaci\u00f3n y promover\u00e1n el enriquecimiento del patrimonio hist\u00f3rico, cultural y art\u00edstico de los pueblos de Espa\u00f1a y los bienes que lo integran, cualquier que sea su r\u00e9gimen jur\u00eddico y su titularidad. La ley penal sancionar\u00e1 a los atentados contra el patrimonio\u201d.<\/p>\n

    Siguiendo la Constituci\u00f3n y la Carta de Nizhny Tagil, ambas asociaciones -Hispania Nostra e INCUNA- piden al Gobierno de Espa\u00f1a y a las Comunidades Aut\u00f3nomas que se eviten nuevas demoliciones indiscriminadas de las centrales termoel\u00e9ctricas y que promuevan una protecci\u00f3n adecuada de las instalaciones, valorando una posible reutilizaci\u00f3n de los espacios para usos culturales, educativos o sociales.<\/p>\n

    SPANISH THERMOELECTRIC POWER PLANTS IN DANGER<\/strong><\/p>\n

    Last December 2022, the associations Hispania Nostra and INCUNA<\/strong> (Industry, Culture and Nature) launched a manifesto showing their concern about the destruction of buildings and facilities of thermoelectric power plants in Spain<\/strong>. We found the following examples:
    \n– Both the cooling tower, as well as the low chimney, high chimney and the coal bunker of the thermal power plant of Velilla del R\u00edo Carri\u00f3n in Palencia were demolished between 2021 and 2022.
    \n– In the latter year 2022, numerous cooling towers of the thermal power plant of La Robla in Le\u00f3n, Andorra in Teruel or the Mairema power plant in Cerceda (A Coru\u00f1a) have been blown up.<\/p>\n

    The thermal power plants are infrastructures that are of great importance within their environment, since they have generated an industrial heritage of great architectural value, which has completely transformed the landscape, making it unique. They constitute, in turn, an essential legacy to know and understand the history of Spain in recent centuries, because the industrial heritage has contributed to the evolution of the territory, the formation of the historical and cultural character of sites and landscapes and has defined the specific living environment that has developed since industrialization.<\/p>\n

    In 2003, the International Committee for the Conservation and Defense of Industrial Heritage (TICCIH) adopted the Nizhny Tagil Charter<\/strong>, which states that “policies for economic development and regional and national planning should integrate programs for the conservation of industrial heritage” and that “the most important sites should be fully protected and no intervention should be allowed that would compromise their historical integrity or the authenticity of their fabric.” The document also states that “procedures should be established to respond quickly to the closure of important industrial sites to prevent the destruction or removal of significant elements” and that the government should have specialized advisory bodies that can provide independent advice on issues related to the protection and conservation of industrial heritage and should be consulted in all important cases.”<\/p>\n

    In addition, the Spanish Constitution, Article 46, states that “the public authorities shall guarantee the conservation and promote the enrichment of the historical, cultural and artistic heritage of the peoples of Spain and the assets that comprise it, whatever their legal regime and ownership. The penal law will sanction the attacks against the patrimony”.<\/p>\n

    Following the Constitution and the Charter of Nizhny Tagil, both associations -Hispania Nostra and INCUNA- ask the Government of Spain and the Autonomous Communities to avoid new indiscriminate demolitions of thermoelectric power plants and to promote an adequate protection of the facilities, assessing a possible reuse of the spaces for cultural, educational or social uses.<\/p>\n
